The Federal Minister for Indigenous Affairs has no Lawful Authority

The Federal Minister for Indigenous Affairs for the Australian Commonwealth should be a First Nations Person that supports the Self Determination of First Nations.  Self Determination encompassing the right to Self Determining allocated funding and Self Determining Community Infrastructure.  Without the full 'Informed Consent' of First Nations this position has no lawful jurisdiction and no Lawful authority to make decisions over First Nations People.  A Sovereign Treaty could stipulate that the Minister for Indigenous Affairs for the Australian Commonwealth would have no Authority without the due process of 'Consent' from First Nations People. First Nations Sovereignty Never Ceded.
